HEALTHIER SG CHRONIC TIER SUBSIDY FRAMEWORK TO START FROM 1 FEBRUARY 2024

​​​​​From 1 February 2024, eligible Singaporeans can receive more subsidies under the Healthier SG Chronic Tier subsidy framework at their enrolled Healthier SG General Practitioner (GP) clinics.


2.             Under the subsidy framework, Community Health Assist Scheme (CHAS), Pioneer Generation (PG) and Merdeka Generation (MG) cardholders can get selected medications for chronic conditions at their enrolled Healthier SG GP clinic, at prices that are comparable to those at polyclinics. These medications are commonly used to manage conditions under the Chronic Disease Management Programme (CDMP) and are similar to those found in the polyclinics. Some examples include metformin for diabetes and atorvastatin for high cholesterol. The list of selected chronic medications (‘Healthier SG Medication List’) can be found at https://go.gov.sg/healthiersg-medication-list.

3.             Under the Healthier SG Chronic Tier, CHAS/PG/MG cardholders can receive means-tested subsidies of up to 87.5% for these selected chronic medications, with no dollar cap at their enrolled GP clinic. They can also receive subsidies of up to $360 per year for other components of their care, such as consultation, lab tests and other medications. More details of the Healthier SG Chronic Tier for the different cardholders can be found in Annex A.

4.             For most Singaporean patients, the cost of medications for chronic conditions at their enrolled GP clinics is already covered by CHAS. The Healthier SG Chronic Tier will benefit CHAS/PG/MG cardholders who have higher chronic medication needs and whose bills may exceed the current CHAS annual subsidy limits. These patients may wish to consult their family doctor on their suitability to utilise the Healthier SG Chronic Tier.

5.             Patients may choose either the existing CHAS Chronic Tier or the Healthier SG Chronic Tier at each visit, to apply the subsidy tier that would best benefit them based on their medication needs. Pro-ration of the annual dollar subsidy balance will apply accordingly. A comparison of the benefits between the Healthier SG Chronic Tier and CHAS Chronic Tier can be found in Annex B​.

6.             On 1 February 2024, more than 1,000 Healthier SG GP clinics will be ready to offer enhanced subsidies for selected medications under the Healthier SG Chronic Tier. The remaining clinics (less than 5% of eligible clinics) are expected to be ready in the subsequent weeks after completing the required logistical preparations. In the interim, residents enrolled at these remaining clinics may continue to tap on their existing CHAS subsidies. Patients will be able to collect their medications from the Healthier SG Medication List directly from the clinic or via medication delivery. In such cases, delivery charges may apply. Patients are encouraged to check on the details with their clinic.

Use of MediSave

7.             From 1 February 2024, enrolled residents with chronic conditions under the CDMP can also use MediSave to fully pay for their treatment at their enrolled Healthier SG clinics, up to the MediSave500/700 withdrawal limit. They no longer need to co-pay 15% of their bill in cash.

8.             As of 23 January 2024, 700,000 residents have enrolled in Healthier SG. Residents aged 40 and above can enrol with their preferred Healthier SG GP clinic or polyclinic via the HealthHub app or at any of the 39 enrolment stations located in Community Centres/Clubs (CCs) or polyclinics. We encourage all eligible residents to enrol as soon as possible so that they can book their first Heath Plan appointment early.
