REVOCATION OF MEDISAVE AND MEDISHIELD LIFE ACCREDITATION AND TERMINATION OF CHAS PARTICIPATION FOR LIFE FAMILY CLINIC, LOH & LOH CLINIC & SURGERY AND LOH & LOH DENTAL SURGERY


The Ministry of Health (MOH) will revoke the MediSave and MediShield Life accreditation, and terminate the Community Health Assist Scheme (CHAS) participation of the following clinics from 24 July 2024:

i. Two Life Family Clinics, located at 713 Ang Mo Kio Avenue 6 #01-4052, and 50A Choa Chu Kang Loop #01-14;

ii. Two Loh & Loh Clinics & Surgery, located at 501 West Coast Drive #01-284, and 531 Ang Mo Kio Avenue 10 #01-2447; and 

iii. Two Loh & Loh Dental Surgery clinics, located at 501 West Coast Drive #01-292, and 531 Ang Mo Kio Avenue 10 #01-2445. 

2. Life Family Clinic located at 50A Choa Chu Kang Loop, as well as both Loh & Loh Clinics and Surgery will also be terminated from Healthier SG.1  

Multiple Severe Financial Non-Compliances Uncovered

Life Family Clinic 

3. MOH has uncovered multiple severe non-compliances in respect of Home Recovery Programme and Swab and Send Home claims made by Life Family Clinic, such as claims for house visits that did not take place, and claims for patients who were not COVID-19 positive.

4. In view of the severe non-compliances, MOH will terminate Life Family Clinics’ participation in MOH’s financing schemes on 24 July 2024. Following the termination, the two Life Family Clinics located at 713 Ang Mo Kio Avenue 6 and 50A Choa Chu Kang Loop will no longer be able to make claims on behalf of patients under CHAS, MediSave and MediShield Life schemes.

5. MOH will also revoke Dr Lim Kim Show’s MediSave and MediShield Life accreditation, as the non-compliant claims were made by him as the clinic’s key office holder. From 24 July 2024, treatments and procedures performed by Dr Lim will no longer be eligible for CHAS, MediSave and MediShield Life claims. However, Dr Lim may continue to treat patients as his registration with, and the practising certification issued by, the Singapore Medical Council (SMC) remain valid.

Loh & Loh Clinic & Surgery and Loh & Loh Dental Surgery

6. MOH has detected severe non-compliances in respect of CHAS claims from Loh & Loh Clinic & Surgery and Loh & Loh Dental Surgery, such as claims for treatments not administered at the branch they were claimed at, and tampering of patients’ addresses in the invoices.

7. In view of the severe non-compliances, MOH will terminate Loh & Loh Clinics’ participation in MOH’s financing schemes on 24 July 2024. Following the termination, two Loh & Loh Clinic & Surgery clinics located at 501 West Coast Drive, and 531 Ang Mo Kio Avenue 10, as well as two Loh & Loh Dental Surgery clinics located at 501 West Coast Drive, and 531 Ang Mo Kio Avenue 10, will no longer be able to make claims on behalf of patients under CHAS, MediSave and MediShield Life. 

8. MOH will also revoke the MediSave and MediShield Life accreditation of Dr Loh Jing Loong Moses as the non-compliant claims were made by him as the clinics’ key office holder. From 24 July 2024, treatments and procedures performed by Dr Loh will no longer be eligible for CHAS, MediSave and MediShield Life claims. However, Dr Loh may continue to treat patients as his registration with and the practising certification issued by the SMC remain valid.

9. Both Loh & Loh Clinic & Surgery clinics and Life Family Clinic located at 50A Choa Chu Kang Loop will also be served notices of termination in respect of Healthier SG participation. Once the terminations take effect on 24 July 2024, the clinics will cease to provide relevant benefits to Healthier SG enrollees under their care, and are not allowed to enrol new residents. 

Ensuring Continuity of Care

10. MOH has requested that Dr Lim and Dr Loh inform all affected patients to ensure continuity of care. Affected patients may wish to visit other nearby CHAS-accredited or MediSave-accredited clinics instead.

11. Affected Healthier SG enrollees will be notified that the clinics have offboarded Healthier SG. They are advised to change their enrolments to other Healthier SG clinics to continue receiving Healthier SG benefits. They may do so via HealthHub, or by approaching a nearby Healthier SG Enrolment station for assistance. Affected enrollees are assured that their newly enrolled Healthier SG clinics will continue to have access to their Health Plans and medical information. CHAS patients and Healthier SG enrollees of the terminated clinics may refer to the CHAS website (www.chas.sg), and the Healthier SG website (www.gowhere.gov.sg/healthiersg) for alternative clinics in the vicinity. 

12. MOH closely monitors clinics’ CHAS claims, and most clinics comply with our guidelines. MOH takes a serious view of breaches of the CHAS guidelines and will not hesitate to act where a non-compliance is uncovered. In the case of Dr Lim and Dr Loh, we are conducting further investigations which may warrant referral of their cases to the relevant regulatory bodies.

13. We encourage patients to actively engage their doctors and dentists if they have any query on their treatment or bills. CHAS, Pioneer Generation and Merdeka Generation cardholders who wish to check the CHAS subsidies that clinics have claimed for them may do so by logging into the “MY CHAS” module on the CHAS website, or by calling the CHAS hotline (1800-275-2427). Individuals who come across any suspicious or unusual CHAS or MediSave claims made for them may write in to www.moh.gov.sg/feedback.

14. MOH reminds all healthcare professionals to uphold a high standard of professionalism and adhere to the SMC and SDC’s Ethical Code and Ethical Guidelines.
